Request for Expressions of Interest for Transitioning of Hospital Service

The 2017-2023 Memorandum of Agreement (MOA) between the Newfoundland and Labrador Medical Association (NLMA) and the Provincial Government allows for the establishment of a process to review which procedures currently provided in hospital facilities might be appropriate to transition to being provided in physicians’ private medical offices.


The Transitioning of Hospital Services Committee (the Committee) has the responsibility to solicit and review proposals and make recommendations to the Minister of Health and Community Services (HCS). Final decisions are made by the Minister.


The Committee consists of two (2) representatives appointed by the HCS and two (2) representatives appointed by the NLMA.


The Committee is issuing a request for expressions of interest (REOI) to identify proposals that aim to improve access to medically necessary services while improving the sustainability of the health system. This goal can only be met if the proposals also deliver high quality services that preserve patient safety.


This REOI is open to all physicians who hold a current licence with the College of Physicians and Surgeons of Newfoundland and Labrador (CPSNL) and are fee for service. Physicians who meet the eligibility requirements are invited to submit an expression of interest.
