Call for Expression of Interest: FPRC Blended Cap Sub-Committee 

The NLMA is seeking expressions of interest (EOI) from physician members to join the Blended Capitation Model (BCM) Sub-Committee. The BCM Sub-Committee is established by the Family Practice Renewal Committee (FPRC) to make recommendations to FPRC, and to make decisions on behalf of FPRC, within delegated authorities, relating to key design features of the BCM program, whose mandate is established within Schedule R, a Blended Capitation Agreement for Primary Care.

Key Committee Responsibilities:

  • Oversee policy, evaluation and program monitoring activities within the framework of Schedule R.
  • Contribute to program design and implementation decisions, including physician engagement and improvement supports.
  • Inform policy development and program procedures and processes.
  • Support creation and oversight of an evaluation framework and advise on performance indicators of the program.
  • Identify and help mitigate program risks.

Membership: The Sub-Committee is comprised of four voting members (as noted), as well as several ex-officio staff members:

  • Two family physician members from and appointed by the Newfoundland and Labrador Medical Association (NLMA).
  • Two members from and appointed by the Department of Health and Community Services (DHCS).

Note: This EOI is for one physician representative; another representative is currently in place, fulfilling the two required roles.

Interested members should:

  • Have knowledge and experience in primary health care and family physician practice/payment models.
  • Be able to reflect the interests of diverse practice contexts (e.g. rural/urban, group/solo practice) and patient populations.
  • Be prepared to review materials, engage constructively in meetings, and collaborate with program partners.
  • Be able to commit to a regular schedule of meetings (estimate of 5-6 per year).

Physician members are paid an hourly honoraria rate in accordance with FPRC policy.
