2017 – 2023 MOA Increases and Payment Timelines
Fee-for-Service (FFS)
Government has provided a projected payment date of July 29, 2022, for FFS physicians to receive the across-the-board percentage increase arising from the 2017 – 2023 MOA. To confirm your percentage, please refer to Schedule ‘E’ in the MOA. This automatic adjustment will remain in effect until the allocation process is completed and the new Payment Schedule comes into effect. This increase will be automatically applied, and no additional action is required by either you or your billing staff.
APPs
Government has provided a projected payment date of July 29, 2022, for Alternate Payment Plan (APP) physicians to receive their negotiated increases. APP physicians should refer to the APP for their specialty/service to confirm how the increase is determined. For those APPs that are linked to FFS, please refer to Schedule ‘E’ in the MOA.
ABS Increases
Services billed using the ABS (Alternate Billing System) such as on-call per diems, Long-Term Care bed rates in approved HCS facilities, Category A & Category B Emergency Department rates, sessional rates etc. will receive negotiated increases on the projected payment date of July 29, 2022.
Salary Physician Increases
Salaried increases are projected to be implemented on June 16, 2022. However, because payments are processed at the RHA level, and payment cycles vary by region, salaried physicians should contact Medical Services for more exact payment date information.
Retroactive Payments
Retroactive payments back to December 30, 2021, will take approximately one month to pay following the July 29, 2022, payment date. If NLMA becomes aware that Government’s projected payment dates outlined above cannot be met, members will be advised.
Eastern Health Physicians only
Below are the timelines EH has established for payments of the new rates:
To allow for accurate and complete updating of information systems to reflect the new salaried physician rates in the recently signed Memorandum of Agreement, Eastern Health’s implementation schedule is as follows:
Salaried Physicians on Eastern Health bi-weekly payroll
New salary scales – payment on the new salary scales will begin getting paid on the timecard June 26, 2022, to July 9, 2022 – which is paid on July 21, 2022
Retroactive payments to December 30, 2021 – every effort will be made to issue the retroactive payments on July 21, 2022. However, if this not possible, the retroactive payments will be issued shortly thereafter.
Salaried Physicians providing periodic locums, additional workload, extra on-call, etc.
New rates – payment at the new rates will commence during the timecard June 12, 2022, to June 25, 2022 – which is paid on July 7, 2022
Retroactive payments to December 30, 2021 – every effort will be made to issue the retroactive payments on July 7, 2022. However, if this not possible, the retroactive payments will be issued shortly thereafter.

Eastern Health has been coordinating with MPA regarding adjustment to the new salary scales and payment of retroactive values. Those receiving bi-weekly payment from MPA should contact MPA directly.
